Social security schemes

Objectives:

Synergies and coordinated efforts across different players to optimise resource utilisation and maximise impact.Building capacities of key institutions at various levels to improve the quality of lives of PLHIVs and MARPs.Provision of key HIV services, using existing and large reach to immediate staffs and other stakeholders.Modification of policies, programmes and social protection schemes appropriately to support PLHIVs and MARPs.

Creating of enabling environment through policies, programmes and communication strategies.

1.Social Benefit Schemes for PLHIVs in Odisha:
Odisha State AIDS Control Society has facilitated the various social protection schemes for PLHIVs in Odisha. The scheme are Madhu Babu Pension Yojana, Antyodaya Anna Yojana (AAY), Mo Kudia Yojana, Take away Ration for children with HIV and free transport facility to ART centers for treatment.

Madhu Babu Pension Yojana: In Feb 2008, the scheme expanded its coverage for PLHAs in Odisha. The amount of pension payable to each pensioner under the scheme was decided by Govt. and at present, the pension is Rs. 300/- P.M. per beneficiary.
Free transportation facility/ reimbursement of travel expenditure were provided to PLHIV for attending ART center for taking ART medicines & treatment was provided to PLHIV since 2007 with District Red Cross Society fund. In 2012, as per Govt. of Odisha notification, all PLHIVs are availing free transportation facility by govt. & private buses for travelling to ART centre.
Take away ration: To provide supplement nutrition for Children Living with HIV (up to 14 years) were extended under ongoing ICDS programmes through department of Women & Child Development, Odisha.
Mo Kudia Yojana: Most of the PLHIVs are not only suffering stigma & discrimination but also economically deprived to live in their own house with support from their community. Hence, Hon’ble Chief Minister of Odisha declared in November, 2010 to provide low cost house to People Living with HIV under Mo Kudia Yojana.
Antodaya Anna Yojana (AAY): Department of Food and Civil Supplies, Government of Odisha has included PLHIV to avail Antodaya Anna Yojana (AAY) i.e. 35 K.G. Rice @Rs.1/- per KG to each PLHIVs.
“SANJOG” card distributed to more than 550 PLHIVs to avail different social protection scheme provided by the Government. (December 2013)

2.Policy decisions:
State Council on AIDS under the Chairmanship of Hon’ble Minister, H&FW, Government of Orissa, was constituted and 3rd Meeting of State Council on AIDS meeting was held on 29th Sept 2012. The 4th meeting for SCA has already been proposed and to be held during July 2014.
