Promoting the Right & Dignity of the girl child & to address the issue of sex selection in the state.
Introduction:
The sex ratio is an indicator which describes the number of women per 1000 men for a given population. The child sex ratio describes the ratio of girls to boys in the age group of 0-6 years. The sex ratio of a given population is also used as a strong indicator to ascertain social health. In the developed societies where female and male enjoy equal status the women usually out-number men. The adverse sex ratios (where female are lesser than male) not only indicate poor social health, but also a barrier in attaining sustainable social development.
The National Family Health Survey reported a sex ratio at birth (SRB) of 894 girls per 1000 boys. This stood at 941 in 2011 census and 953 in the 2001 census and at 967 in 1991 census. Skewed sex ratios are already exerting their effect on gender relations. Sex-selective abortion or female foeticide has led to a sharp drop in the ratio of girls born in contrast to male child in some districts in Odisha. Ultrasound technology has made it possible for families to learn the gender of a foetus early in a pregnancy.
Civil Registration System reflects, 11 districts SRB < 900. The variations among districts clearly indicate prevalence of Sex Selective eliminations in the better developed and coastal districts. The pre-dominantly patriarchal, social, cultural and religious set up based on the foundation that the family line runs through a male has contributed extensively to the secondary status of women in Odisha as well as in India. This has led to strong desire to avoid the birth of a female child in the family resulting in decline in the child sex ratio at an alarming rate in Odisha mostly in coastal districts. Wide inter and intra district variations in sex ratios have also been reported for the State of Odisha.
With an objective to regulate use and prohibit misuse of technology, the Pre-Conception and Prenatal Diagnostic Techniques (PC & PNDT) Act 1994 and amended in 2003 is being used as an important tool for addressing sex selective eliminations, to prohibit and regulate the use of diagnostics techniques for sex determinations. Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994 with Rules made thereunder is an Act of the Parliament of India enacted to safeguard the girl child, to stop female foeticide and arrest the declining sex ratio in India.
Organogram to Strengthen institutional mechanisms and Statutory Bodies:
- The Odisha Government has put in place institutional mechanisms for strengthening the PC & PNDT act implementation. Statutory bodies like State Supervisory Board, Advisory Committees are in place and reconstituted every three years.
- State Supervisory Board has been constituted under the Chairpersonship of Hon’ble Minister, Health and Family Welfare, Govt. of Odisha.
- The Secretary, Health & Family Welfare has been notified as the State Appellate Authority
- District Advisory Committee Reconstituted in all districts.
- Director Family Welfare (O) has been notified as State Appropriate Authority in 2007
- Collectors have been declared as District Appropriate Authorities vide notification no.19077 dated 27.07.2007
- Sub Collectors have been designated as Sub- District Appropriate Authorities
- In pursuance to the directions of the Hon’ble Supreme Court, a dedicated PC PNDT website is mandated for every state. Accordingly a PC PNDT Website had been created as www.pndtorissa.gov.in., in the year 2009 – 10 and has been hosted on the NIC server.
- Executive Magistrates have been designated as Authorized Officers of District Appropriate Authorities
- State PC PNDT Cell is operating in the office of the Director of Family Welfare, Odisha since 2009. District PNDT Cell established in all districts.
Implementation of the PC & PNDT Act –
The State Government has taken the following steps for effective implementation of Pre-Conception & Pre-Natal Diagnostics Techniques (Prohibition of Sex Selection) Act, 1994:
- Online FORM A, B, C, F have been introduced in Odisha to streamline the record maintenance under the PC & PNDT Act without foregoing the hard copy that could be used as evidence in case of any violations of the provisions of the PC&PNDT Act and Rules by any service provider.
- The informer’s incentive scheme has been approved by the state government of Odisha. One incentive has been provided in Cuttack District.
- In compliance to Hon’ble Supreme Court Judgement dated 8.11.16, Sex Ratio at Birth (SRB) figures is being analyzed from Civil Registration System (CRS) and Health Management Information System (HMIS) data. Planning and implementation of activities is being done on the basis of these data.
- Since the inception of the Act in the state, 1721 USG facilities have been registered under the PC & PNDT Act including 42 Genetic Counselling Cntres/ Genetic Laboratories/ IVF centres.. 78 cases have been filed in the state since 1994. Total 44 court cases have been disposed off upholding the orders of the DAA.
- Training of District Nodal Officers on PC PNDT Act on online registration and renewal of Ultrasound facilities have been conducted.
- In obedience to the direction of the Hon’ble S.C in W.P.C No. 349 of 2006, the Director Medical Education and Training is conducting the six months training in USG.
- Biju Kanya Ratna Yojana is being implemented in Dhenkanal, Angul and Ganjam District having low child sex ratio and BBBP programmee in Nayagarh district.
- Community level action initiated for addressing gender discrimination and sex selection. The community are being sensitized through school and college level programmes, interactive sessions, audio jingles, advertisement in print & electronic media, panel discussion, docudrama,
- TV spots, information on village Swasthya Kantha, hoardings & wall paintings, tabloid during observance of Republic day parade at State and District level etc.
- National Girl Child Day was observed at the state level on 24th January 2025.
- Resource and communication material in form of FAQ, leaflet, poster, banner, and doctor’s kit, legal kits etc. have been developed disseminated for awareness generation. (available at www.pndtodisha.gov.in)
